Dangerous precedent: Publicly funded MUSC purchases Primary Care Physicians for $111 million

MUSC, a publicly supported educational institution, has persisted in its efforts to acquire private physician groups across the state. These acquisitions increasingly intertwine the distinctions between private businesses and public/private ventures.

On Monday, the trustees of the Medical University Hospital Authority (MUSC) unanimously agreed to proceed with the acquisition of Palmetto Primary Care Physicians for $111 million.

The Role of MUSC in Enhancing Primary Care Access

Officials stated that the initiative aims to enhance access to primary care throughout South Carolina. The acquisition, which received approval during a special meeting on March 2 and took effect on March 3, integrates Palmetto Primary Care Physicians into the MUSC Health system as a nonprofit organization.

Palmetto Primary Care Physicians is the largest independent multispecialty practice in the state, featuring 31 physicians, 95 advanced practice providers, and 40 medical facilities that provide services including physical therapy, urgent care, and specialty clinics. These practices serve the Lowcountry, Midlands, and Myrtle Beach areas.

Officials indicated that the initiative seeks to respond to the increasing need for primary care services in a state experiencing a shortage of primary care doctors.

Two of the three poorest-performing hospital systems in South Carolina are operated by the Medical University of South Carolina. MUSC Orangeburg and MUSC Florence consistently rank as 2 of the 3 worst hospitals in S.C.

“South Carolina faces a significant shortage of primary care physicians, and strengthening access to high-quality, community-based primary care is essential to MUSC Health’s mission,” said Dr. Patrick J. Cawley, CEO of MUSC Health and executive vice president for health affairs at the university. “We have worked closely for years with PPCP’s outstanding providers, and their proven value-based care model makes them an ideal partner.”

Cawley stated that the merged organization intends to increase access to healthcare, boost patient outcomes, enhance training prospects for upcoming clinicians, and expand research and innovation efforts.

Established in 1996, Palmetto Primary Care Physicians is recognized for its expertise in value-based care and commitment to patient outcomes, as stated by the organization.

Dr. Mark Redwine, the president of the PPCP board, stated that the agreement ensures lasting stability for its physicians and staff, while also allowing for expansion.

“Joining MUSC Health provides the scale, infrastructure and academic partnership needed to expand access and deliver even stronger value-based care,” Redwine said. “We believe it will greatly benefit our patients and enhance our care delivery system.”
